The launch workshop of the project “Assistance to target local authorities in strengthening local public finance management capacities” took place in Chișinău.
On 29 October 2014, at 14:00, the project “Assistance to target local authorities in strengthening local public finance management capacities” was launched at Chișinău City Hall. The project is an initiative of the Joint Integrated Local Development Programme, coordinated by the State Chancellery, and is implemented by the Institute for Urban Development with the support of UNDP Moldova.
The launch was attended by representatives of local authorities from the suburbs of Chișinău – mayors, chief accountants of town halls, civil servants of the General Finance Directorate of Chișinău City Hall and managers of financially autonomous educational institutions. The event was moderated by Veaceslav Bulat, Director of IDU, with the participation of Nicolae Tudoreanu, mayor and project expert. Ms Veronica Herța, Director of the General Finance Directorate of Chișinău City Hall, spoke about “The advantages of the new public administration system”, activities supported by the mayors of the localities of Chișinău municipality.
The workshop presented the planned activities and expected results. The project foresees: (i) analysis of current budget components and the fiscal capacity of beneficiary communities; (ii) assistance in developing plans to increase local budget revenues; (iii) strengthening capacities to identify and mobilise new revenue sources; (iv) assistance in finalising and approving the 2015 local budget; (v) strengthening capacities to interact with the population and community stakeholders to ensure transparent management of financial resources.
Participants also discussed the structure and share of revenues in current local budgets and options for identifying new revenue sources. They agreed on the activities planned for the following two weeks and on ways of working together to achieve the objectives.
