From 8 to 16 April 2014, training sessions on “Public procurement”, Module II were held at the Academy of Public Administration under the President of the Republic of Moldova (100 Ialoveni St., Chișinău). The trainings were organised within the project “Provision of Specialized Training and Assistance to Strengthen Capacities of Target LGs”, funded by the UNDP Moldova Joint Integrated Local Development Programme and implemented with the assistance of the Institute for Urban Development.
The aim of the courses was to increase the knowledge and skills of staff responsible for public procurement and to broaden the tools they use in preparing, awarding and implementing public procurement contracts in 30 first-tier local public authorities from the North, Centre and South regions of Moldova.
The objectives of the public procurement training were:
- to increase knowledge and skills;
- to adapt knowledge to changes in the regulatory, organisational and technological framework of the public service;
- to introduce new approaches, methods, techniques and tools used in preparing, awarding and implementing public procurement contracts;
- to develop skills for delivering better-quality services;
- to contribute to building the capacities needed to implement the decentralisation reform.
Module II was attended by 56 representatives of first-tier local public administrations who are members of public procurement working groups: secretaries, accountants including chief accountants, tax collection specialists, cadastral engineers and mayors. Elected local officials – councillors – and representatives of preschool and school institutions also took part.
Participants were trained by experts in legal, economic and technical fields. Representatives of the UNDP Moldova Joint Integrated Local Development Programme and of the Public Procurement Agency were also invited to discuss the most common mistakes and difficulties in organising and conducting public procurement.
The next stage of the project is the organisation of training sessions on “Public property management” for the same first-tier local public authorities.
